Can a tall person ride a 24 inch bike?
It is best fitted for a height range of 4’1″-4’9″ or 135-145 cm. Here, a 24-inch bike features a smaller frame with a narrower seat, handlebar, and pedal position that is perfect for kids. But if 24-inch wheels are for kids then they will get fatigued or uncomfortable while riding.

You can then use your inseam to calculate frame size by using some sums, or you can use one of the various online bike fit calculators. If you want to know the sums then to find your road bike frame size, take your inseam length in centimeters and multiply it by 0.70. For a hybrid bike, take your inseam and multiply it by 0.69.

Women tend to have shorter upper bodies than men, so the women’s specific frames are shaped differently.
