Do the London Underground trains run underground or above ground?
That said, once you get out of central London, the London Underground trains run overground, and occasionally on elevated tracks. Once they were out into the suburbs, it was possible to get planning permission for tracks and stations above ground, and that’s what happened because it is much cheaper.
