It is ill-advised to touch the pins/pads on the processor as it will prevent the pins from adequately conducting electricity (pretty important as it may completely screw up your processor). If you’re talking about touching it while in use, NO!!! You should NEVER touch any processor while it’s active; they can burn you.

Unless you scraped the bottom of the CPU is is unlikely that you’ve damaged anything. That being said, even the oils from your fingers can leave a residue that can affect electrical conduction and thus the performance or functionality of the CPU.
