In the US, colleges accept students who are at least 17 years of age. However, as always, there are exceptions to the rule. Although rare, accelerated students and home-schooled students are accepted, too. As with the upper age limit, US colleges do not turn down applicants because they are too old.

Yes, most of my classmates were around the same age as me (I went there when I was 18 and 19), but older students were common. In my other college (gibbs), as it was more of a relatively quick 2-yr vocational program, there wasn’t even the “majority is 18–19” tendency.

You can go to college at any age…but there are some things you can only do when you’re young and in prime physical shape. In my experience I made much better grades and got more out of learning when I went back to school when I was older (and paying for it by myself).
