Are the ring Wraiths invisible?
They were nine Men who had succumbed to Sauron’s power through wearing Rings of Power, which gave them immortality but reduced them to invisible wraiths, servants bound to the power of the One Ring and completely under Sauron’s control. The Lord of the Rings calls them Sauron’s “most terrible servants”.
What do the Ringwraiths do?
The Ringwraiths play a huge role throughout the War of the Ring. Their leader stabs Frodo at Weathertop, and they nearly recapture the One Ring before it gets to Rivendell. They reappear a bit later, flying huge beasts and acting as messengers and generals for Sauron.

To my understanding and what the movies seem to portray, the Ringwraiths are invisible to mortal men. This would almost assume that if they were to take off their cloaks they would become invisible. I feel that if they could have been much more effective in taking the ring from Frodo at Weathertop should they have been unseen. Why wear cloaks?

Is the invisibility cloak resistant to jinxes?
It was resistant to jinxes, hexes, and other spells which would normally damage or otherwise render a normal Invisibility cloak ineffective. For example, just before the Battle of Hogwarts in 1998, while Harry, Ron, and Hermione were huddled under it, a Death Eater ‘s Summoning Charm had no effect on removing the Cloak of Invisibility.
