When the tip of the valve becomes worn or debris prevents the closing of the valve, fuel flows continuously into the bowl thus flooding the engine. Under severe conditions gas may soak the air filter or overflow out of the carburetor and onto the ground while parked.
Why does a bike overflow?
When you lay the bike on its side, the fuel in the carb spills into that line and flows out the bottom. If a pros bike has a carb, It’ll leak too. But most modern bikes are Fuel Injected and don’t have a carburetor, so they don’t have an overflow setup.

What causes fuel to overflow from the fuel tank?
Fuel overflowing can also be caused by dirt, (I’ve even seen a very small piece of grass!) stuck between the needle and the seat which it seals against. Also if it is overflowing it usually goes into the intake port and into the cylinder, (which washes out the oil on the cylinder wall) past the rings and into the oil.
