He wanted the chamber open. Lucius did not know that the diary was more than what Voldemort told him. He did’t know it was a horcrux. He carried out his master’s wish, of course believing that his master was gone for good, for his own personal vendetta against Arthur Weasley by implanting it on Ginny.
How did Voldemort come back in the Chamber of Secrets?
The diary of Tom Riddle was a horcrux, so the Tom Riddle we see at the end is the fragment of Voldemort’s soul from that horcrux. He uses a spell of some kind of trade Ginny’s life for his own, allowing him to return to a solid body.
